EDUCATION AND

WATER RESOURCE MANAGEMENT

HS/GED. AA/AS Degree or equivalent from an accredited college or university with electives taken in environmental science, health and safety, chemistry, biology, or closely related subjects. Two (2) years of progressively responsible full-time experience in an environmental education, compliance, emergency preparedness program or related field. Other qualifying combinations of education and experience will be considered.  Within 12 months of appointment, employee in this position will be required to attain Level C Industrial Pretreatment and Storm water System Operator certificates issued by a qualified agency, as well as FEMA ISO 100, 200, 700 certifications. Florida Class “C” Wastewater license is desirable. Possession of a valid Florida Driver’s License required. Must be willing and able to work a flexible schedule that may involve activities performed outside of normal working hours.
         
Three main areas of responsibility involve development and implementation of education programs and training related to a) employee and job site safety, b) emergency preparedness and security, and c)environmental education. Works closely with City personnel, other governmental and regulatory officials, industrial/commercial customers, residential customers, and construction site contractors. Coordinates the development and implementation of effective Safety Training and Emergency Preparedness and Response Programs for the Utilities Department, to include general on-the-job safety training, mandated FEMA training, and the coordination of the Public Utilities Emergency Response Plan.

ENGINEERING

Associate Degree in construction technology, EIT or related field, and 5 years in charge of construction in public works projects. (4 years experience may be substituted for the Associates Degree.) Able to supervise and control a construction project to assure compliance with City standards. Inspects and monitors the construction of all infrastructure work including but not limited to: water distribution, sanitary sewer, stormwater systems, roadway, sidewalks, and lift stations, for both private and public projects for compliance with City standards. Ability to lift 50 pounds.
     

EQUIPMENT OPERATOR II

SANITATION

H.S./GED. Class B Florida CDL. 2 yrs. experience in medium/heavy equipment operation. Skilled work in the operation of medium sanitation motorized equipment. Ability to operate and perform routine maintenance to equipment. Ability to lift 50 lbs. Works in various weather conditions. Ability to understand and follow written and oral communication.

PARKS

H.S. /GED. Valid Fl Driver’s License. Ability to perform semi-skilled work in the maintenance and upkeep of tree trimming, park areas and laboring tasks as assigned. Ability to operate heavy equipment, i.e., backhoe, tractor, bush hog, wood chipper, etc., as well as perform routine maintenance to the equipment Ability to lift 50 pounds. Works outside in various weather conditions and at heights up to 60 feet. Must obtain a Class B CDL within six months.

     
FOREMAN II

 STORMWATER H.S. /GED. Class B FL CDL. Class B Storm water License. 4 yrs. experience in the operation of heavy equipment to include back hoe and front-end loader.   Responsible for, maintaining City storm drainage systems. Must be able to work independently and make sound decisions. Ability to read construction plans, setup and operate a transit level; prepare and maintain records, as well as lead the daily operation of a work crew. Will be required to qualify for on-call duty. Moderate clerical work which includes the operation of a PC.

Ability to prepare and maintain records, operate Minimum maintenance tools /machinery, and equipment. Ability to lift up to 100 lbs. Works in various weather conditions.
     

GROUNDSKEEPER II

PARKS

H.S./GED. Valid FL Driver’s License.. 2 years experience in landscaping and irrigation. Functions as lead worker, skilled in operation and preventative maintenance of equipment and related tools. Skilled and manual lead work in maintaining various grounds, fields and facilities. Works outside in various weather conditions and at heights up to 15 ft. Works with insecticides/herbicides.     
     
LIBRARIAN I 
 
 

Starting
Minimum: $15.58Hr.
 
 LIBRARY Masters Degree in Library Science from a university accredited by the American Library Association. Some Library experience preferred. Knowledge of reader interest levels; reference and cataloguing procedures and practices. Excellent communication skills a must. Computer literacy necessary. Some evening and weekend work required.
     

MAINTENANCE
MECHANIC I

UTILITIES MAINTENANCE

H.S. /GED. Valid FL Driver’s License. 1 yr. experience or training related to mechanical and electrical projects. Assist crew leader with the maintenance and repair of lift station and/or wells. Knowledge of electrical and mechanical tools. Works in various weather conditions and at heights over 150 feet.

H.S. /GED. Valid FL Driver’s License.  Assist crew leader with the installation of sewer service laterals, sewer clean-outs, sewer main lines, manholes, etc.. Assist in repairing of sewer services and sewer main lines.  Works in various weather conditions.  Must obtain a Class B CDL with tanker and air brake endorsement within 6 months of employment.
     

MAINTENANCE SPECIALIST I

UTILITIES MAINTENANCE  H.S. /GED. Class D FL CDL.  General mechanical ability for the installation and repairs associated with water collection and distribution systems.  Able to operate maintenance tools and other equipment.  Ability to lift 50 lbs.  Works in various weather conditions.   Will be required to obtain a Class B CDL with tanker and air brake endorsement and qualify for on-call duty.
     
MAINTENANCE
SPECIALIST III  
(CREW LEADER)

Minimum: $12.86 Hr.
 UTILITIES MAINTENANCE H.S. /GED. Class B FL Driver’s License. Must have 3 yrs. minimal experience supervising employees responsible for utilities construction and repairs. Responsible for the installation of sewer lines, sewer services laterals, sewer main lines and all related tasks. Ability to operate various equipment, such as backhoe, loader, dump truck, ditch witch, road and chop saws and other related equipment. Experience in the set up of pipe lasers and transit. Ability to read and make functional changes on blueprints. Ability to pour and finish concrete.

H. S. /GED.  Valid Fl Driver’s License.  3 yrs. experience in operation of a water/wastewater treatment plant.  Must possess a Class “C” license in wastewater plant operations AND Class “C” license in water plant operations as issued by the State of Florida.  Ability to record data, perform lab tests and manage personnel on various shifts. Job requires shift work for continuous coverage of the water and wastewater plants.
     

POLICE OFFICER

 SANITATION Valid State Identification.Heavy manual labor work in the collection and disposal of refuse. Physical strength, stamina and ability to perform lifting, loading, bending, and other manual work. Heavy lifting up to 50 lbs. Works in various weather conditions.

Valid Fl Class A (CDL) Driver’s License. 5 yrs. experience in duties typical of welding, fabrication, metal design and restoration, hand-welding, flame-cutting, hand soldering and brazing equipment to weld or join metal components or to fill holes, indentations, or seams of fabricated metal products. Ability to work in repairing, maintaining and construction work of City buildings, facilities and equipment. Ability to prepare and maintain records, understand and work from job specs, ability to follow oral and written instructions, operate and perform routine maintenance of tools /machinery, and equipment. Ability to lift up to 100 lbs. when necessary.  Works inside and out-of-doors in various weather / environmental conditions.
